King on the "Law of Water Conservation and Use," before the State Bar Association on November 17, 1908, is of considerable interest at this time. In connection with the report of the State Engineer's department, you are authorized by law to recommend legislation along this line. If it appears that the suggestions made in such address as to administrative details are in harmony with the best practice in other states having effective water codes, I would recommend that you embody the same in your report, in order that it may be accessible to those interested in the subject.
